The compensation policy framed by the state in December last year for
rape and acid-attack victims is stuck in red tape even after being
approved by the finance department recently.In a recent meeting, state
chief secretary JK Banthia has sought to set up a rehabilitation board
at the district level and issued directions to do away with the section
of the policy which seeks approval from the superintendent of police
before compensation is paid to a rape victim.
The policy
entailed payment of Rs3 lakh as compensation which includes the aspect
of rehabilitation. The state finance department had approved the
proposal of paying Rs3 lakh to victims of acid attacks and rape.The
proposed rehabilitation board would be headed by the district collector
and have the superintendent of police and the district women and child
welfare officer as its members.
The policy is yet to be tabled
before the cabinet as it is stuck in the corridors of Mantralaya with
several queries being raised about it. We do not know why so many
questions are being asked even after it has been approved by the finance
department. The chief secretary has sought more meetings to clarify
certain parts of the policy; we are waiting for its final approval, said
an official from the women and child welfare department.
Apart
from paying compensation to the victims, the policy also entails
counseling, medical and legal help and education for earning a living.
The compensation for victims ranges from Rs50,000 to Rs2 lakh in normal
cases and up to Rs3 lakh in severe and dangerous attacks.
Then
the question is, well, can tape play a role at all in that day-to-day
backup and recovery? And the answer is yes. Once we have the data across

you have to make sure, if you've got an LT0-2 tape, you've got a drive
that can read it. That's only because you can separate the tape and the

married, and so it's never a problem. So you just have to make sure you
handle that. I've written about this and spoken about this quite a bit,
that device obsolescence is a boogie man. That it's not as big of a
problem as people make it out to be.
I make that point by going
to eBay and searching on every tape drive that I've used for the last 20
years, and they're all sold en masse. There are hundreds and hundreds
of every tape drive, including the QIC 80, which holds 80 megabytes of
data. That was a piece of junk 20 years ago; it's still a piece of junk,
but you can still get one. I'm sure there are also several companies
that will repair those drives for you. I don't think device obsolescence
is as scary as people make it out to be.

Yet his self-possession is less than total and so is his command. During big stage productions like those attached to Never Say Never and One Time, lights and video screens flash all around him and he has a tendency to get lost in the smoke. At those moments, it feels as if theres been something arbitrary about his elevation to international entertainment icon, and that it could just as easily have been show opener Cody Simpson, the coiffed Australian surfer boy and guitar strummer, who filled those red sneakers.
It is not Biebers fault that people love (or hate) him as much as they do. Ultimately, hes just a young man who wants to put on a show, and who isnt going to turn down the assistance of a first-rate production team or spurn the attention of an audience of millions following his every move.
As escapist entertainment goes, you could certainly do a heck of a lot worse than Biebers 90-minute set, which was consistently pleasing even when it accidentally spotlighted his awkwardness. A traditionalist entertainer at heart, Bieber remains at his best when he can settle into something time-tested the Jackson 5 bounce of Die in Your Arms, for instance, or the breathy New Edition pop-soul of Catching Feelings.
Fall, an acoustic number, played directly to his true strength: Hes a convincing one-on-one communicator of romantic sentiment, which helps to explain why his early YouTube clips found such a receptive audience.
He is less comfortable in a crowd. Modern arrangements especially those that incorporate busy, trendy dubstep breaks threaten to overwhelm him. When his band throws a club number such as All Around the World at him, he slips into a detached delivery that can feel automatic. And about his attempted seductive whisper-rap on Boyfriend, the less said the better.
Prior shows have made more of his skills as an instrumentalist. On Tuesday, Bieber strummed his way through one song on guitar, sat at a piano for another and took his obligatory drum solo during Beauty and the Beat. The biggest: It only works so far with a handful of mobile apps, most notably Netflix NFLX +1.90% and Google's own YouTube. of our downtown," said friend Eric Rummel, 60, an Ebensburg native and resident

When Rummel managed what was then Laurel Bank in Ebensburg, Kimball sat on the bank's board and was always someone he could turn to for advice and guidance.

Above all, Kimball was a friendly, charitable man who loved his community and gave his time, money and resources to help whenever and wherever he could, whether it be the Historical Society or the Ebensburg airport.
"He'll be sadly missed," McKenrick said. "He was a very good friend and I appreciated everything from him and his work in the community."
Ebensburg Mayor Randy Datsko said Kimball was "a very humble, very approachable" man who made a tremendously positive impact on Ebensburg.
"Mr. Kimball had a vision for the downtown," Datsko said, noting Kimball was instrumental in not only contructing what is now called Kimball Park at Center and High streets but also the landscape of the downtown, from the street lights to the renovation of buildings.
Borough Manager Dan Penatzer recalled Kimball as someone who was always involved and actively worked to improve Ebensburg. Penatzer said that kimball could have moved his business out of the town as it grew larger but he always stayed true to his hometown.

"In Austria, a person who acquires a permit is allowed to possess two weapons. And nobody else in your house is allowed to use them. And if you want more than two guns, you have to get certified as a collector and join a gun club," Shamonsky said.
Shamonsky wasn't a fan of the rule, and much prefers the gun laws in the United States which don't include such limits.

Back to Berlin
White Christmas is just too good a musical to be limited to holiday-time productions. Especially when you have Larry Blank's ultra-snazzy swing orchestrations vibrantly delivering a gold-plated assortment of Irving Berlin classics and Randy Skinner's dancers heating up the floor with some sensational tapping.
Based on the classic 1954 film, the stage version of White Christmas, originally directed by Walter Bobbie, has been making seasonal regional appearances since 2004, with stints on Broadway in '08 and '09. The new mounting at Paper Mill, directed by Bobbie's associate director, Marc Bruni, appears to be a slightly scaled down version of the Broadway production, retaining Skinner's choreography and the festive mid-50s designs by Anna Louizos (sets), Carrie Robbins (costumes) and Ken Billington (lights).
The book by David Ives and Paul Blake streamlines the plot and adds some extra Berlin gems ("Happy Holidays," "Let Yourself Go," "I Love A Piano," "How Deep Is The Ocean?") while keeping most of the film's score, including "Sisters," "Count Your Blessings," "Blue Skies," "Let Me Sing And I'm Happy" and "Love, You Didn't Do Right By Me."
Repeating their roles from the Broadway '09 cast, James Clow and Tony Yazbeck play Bob Wallace and Phil Davis, a pair of World War II vets who become big time Broadway song and dance stars, back in the days when being a Broadway star meant you were famous throughout the country. On the evening before they're to leave for Florida to begin rehearsing their next production, the boys catch Judy and Betty Haynes (Meredith Patterson, encoring her performance from Broadway '08, and Jill Paice), performing "Sisters" at a nightclub and, with both professional and romantic possibilities brewing, follow them to their next gig; a holiday engagement at a Vermont inn. But an unexpected heat wave has forced the financially struggling place to forego its entertainment plans after every reservation cancels, until it turns out the owner is Bob and Phil's beloved General Henry Waverly (Edward James Hyland) from their army days, so they offer to move their Broadway show to the general's barn. In the meantime a few wrenches and misunderstandings get in the way of true love, but that's all straightened out by the time the chorus is dancing through the eventual snowfall.
The four leads all deliver top-shelf musical comedy performances, with Clow's sweetly mellow baritone matched by Paice's earthier tones, including her knockout torching of "Love, You Didn't Do Right By Me." Yazbeck's street-wise charisma and Patterson's showgirl sass set off major sparks when romancing to "The Best Things Happen When Your Dancing" and rat-a-tatting atop a very baby grand in "I Love A Piano."
A major factor in getting to the heart of White Christmas is that you have to believe the old general is the kind of man who would inspire the boys to gladly do anything for him, and Hyland plays the role with a heartwarming combination of protective tough love, sincere patriotism and a healthy dose of human decency. Young Andie Mechanic has realistic kid charm as his supportive granddaughter, but the "ringer" in the company is Lorna Luft as the wise-cracking hotel manager. Ives and Blake re-imagined the role played in the film by Mary Wickes as a vehicle for a beloved old pro musical comedy performer, and Luft brings down the house strutting and belting a super-charged rendition of "Let Me Sing And I'm Happy." After her number, the character says that talent like hers can't be learned, "You're born with it." The opening night audience, no doubt in recognition of Luft's lineage, responded to the line with enthusiastic agreement.

Grumpy Old Fan | Lincoln's log: lessons from Legacies
There's a weird little sequence in the middle of DC Universe: Legacies #3 when the
narration's timeline goes all hazy and oblique, in order to move the story from
sometime in the Eisenhower/Kennedy years right into the "X years ago" of modern
continuity. Because Legacies tracks some sixty-five years of costumed crimefighting,
this sequence bridges the gap between the Justice Society's retirement and
Superman's debut.
"Hazy and oblique" are also good words for describing DC's approach to long-term
continuity. The history of the DC Universe is well-settled up to the early 1950s,
but past then it becomes elastic. This is something we've come to expect: fudging
the calendar keeps our heroes both as experienced and as youthful as they need to
be. However, each passing year also widens the gap between the end of the Golden Age
(early ‘50s) and the beginning of the Silver (thought to be 12-15 years ago).
Through reader-identification character Paul Lincoln,* DCUL's writer (and longtime
DC favorite) Len Wein aims to put a human face on all those four-color adventures.
That sounds like the premise of 1994′s Marvels and its spiritual descendant Astro
City. Really, though, any halfway-entertaining super-survey needs a narrator with a
recognizable point of view. Even 1986′s History of the DC Universe, which was
basically a series of George Pérez pinups arranged in chronological order, took its
florid prose ostensibly from Harbinger's meditations on the nature of heroism.
Here, then, is our Mr. Lincoln, would-be juvenile delinquent turned Metropolis cop,
whose life is changed after an encounter with the Golden Age Atom and Sandman. Over
the course of ten issues, Paul goes from street kid to nursing home, marrying his
childhood sweetheart and becoming a father along the way, all the while constantly
and steadfastly affirming his faith in DC's costumed crusaders. As a protagonist,
Paul makes a decent narrator; but Paul isn't exactly DCUL's main problem. It's
almost as if Wein isn't confident in Paul's ability to carry the narrative, so Paul
is constantly distracted by various superheroic milestones. Moreover, either Paul is
a classic Unreliable Narrator, or Wein and company are doing some serious rewriting
of established DC continuity.
