Compensation policy for rape

The compensation policy framed by the state in December last year for rape and acid-attack victims is stuck in red tape even after being approved by the finance department recently.In a recent meeting, state chief secretary JK Banthia has sought to set up a rehabilitation board at the district level and issued directions to do away with the section of the policy which seeks approval from the superintendent of police before compensation is paid to a rape victim.

The policy entailed payment of Rs3 lakh as compensation which includes the aspect of rehabilitation. The state finance department had approved the proposal of paying Rs3 lakh to victims of acid attacks and rape.The proposed rehabilitation board would be headed by the district collector and have the superintendent of police and the district women and child welfare officer as its members.

The policy is yet to be tabled before the cabinet as it is stuck in the corridors of Mantralaya with several queries being raised about it. We do not know why so many questions are being asked even after it has been approved by the finance department. The chief secretary has sought more meetings to clarify certain parts of the policy; we are waiting for its final approval, said an official from the women and child welfare department.

Apart from paying compensation to the victims, the policy also entails counseling, medical and legal help and education for earning a living. The compensation for victims ranges from Rs50,000 to Rs2 lakh in normal cases and up to Rs3 lakh in severe and dangerous attacks.

Then the question is, well, can tape play a role at all in that day-to-day backup and recovery? And the answer is yes. Tape is better at holding on to data for longer periods of time than disk is. That's only because you can separate the tape and the media, or the media and the drive, whereas in disk drives they're married, and so it's never a problem. That it's not as big of a problem as people make it out to be.

I make that point by going to eBay and searching on every tape drive that I've used for the last 20 years, and they're all sold en masse. There are hundreds and hundreds of every tape drive, including the QIC 80, which holds 80 megabytes of data. That was a piece of junk 20 years ago; it's still a piece of junk, but you can still get one. I'm sure there are also several companies that will repair those drives for you. I don't think device obsolescence is as scary as people make it out to be.
