The compensation policy framed by the state in December last year for
rape and acid-attack victims is stuck in red tape even after being
approved by the finance department recently.In a recent meeting, state
chief secretary JK Banthia has sought to set up a rehabilitation board
at the district level and issued directions to do away with the section
of the policy which seeks approval from the superintendent of police
before compensation is paid to a rape victim.
The policy
entailed payment of Rs3 lakh as compensation which includes the aspect
of rehabilitation. The state finance department had approved the
proposal of paying Rs3 lakh to victims of acid attacks and rape.The
proposed rehabilitation board would be headed by the district collector
and have the superintendent of police and the district women and child
welfare officer as its members.
The policy is yet to be tabled
before the cabinet as it is stuck in the corridors of Mantralaya with
several queries being raised about it. We do not know why so many
questions are being asked even after it has been approved by the finance
department. The chief secretary has sought more meetings to clarify
certain parts of the policy; we are waiting for its final approval, said
an official from the women and child welfare department.
Apart
from paying compensation to the victims, the policy also entails
counseling, medical and legal help and education for earning a living.
The compensation for victims ranges from Rs50,000 to Rs2 lakh in normal
cases and up to Rs3 lakh in severe and dangerous attacks.
Then
the question is, well, can tape play a role at all in that day-to-day
backup and recovery? And the answer is yes. Once we have the data across
the network, and we've finished our incremental backup. Now we need to
copy the data to another location for the purpose of disaster recovery.
That could be done via replication to another typically duplicated
storage system or it could be done by the old way, which is copying it

you have to make sure, if you've got an LT0-2 tape, you've got a drive
that can read it. That's only because you can separate the tape and the
media, or the media and the drive, whereas in disk drives they're
married, and so it's never a problem. So you just have to make sure you
handle that. I've written about this and spoken about this quite a bit,
that device obsolescence is a boogie man. That it's not as big of a
problem as people make it out to be.
I make that point by going
to eBay and searching on every tape drive that I've used for the last 20
years, and they're all sold en masse. There are hundreds and hundreds
of every tape drive, including the QIC 80, which holds 80 megabytes of
data. That was a piece of junk 20 years ago; it's still a piece of junk,
but you can still get one. I'm sure there are also several companies
that will repair those drives for you. I don't think device obsolescence
is as scary as people make it out to be.

Seattle couple charged with kidnapping
A Seattle-area couple is in custody for allegedly holding captive and
torturing the man's 13-year-old brother for three months -- including
driving a nail through the boy's hand and keeping him in a cellar for
days without food, the prosecutor said Wednesday.
Brandon Gunn, 27, and his wife Viviana, 34, are in the Kitsap County Jail outside Seattle on $500,000 bail each, charged with kidnapping, unlawful imprisonment and four counts of assault, county prosecutor Cami Lewis said.Brandon's brother is from Atlanta and went in May to stay with his brother for the summer, Kitsap County Deputy Sheriff Scott Wilson said.

We kept to classic planning principles, says Robbins, to give the space its order and dignity. From the street, you can see clear through to both floors. We kept to classic planning principles, says Robbins, to give the space its order and dignity. From the street, you can see clear through to both floors. For Some Kids, Summer Camp Includes
The idea of taking a child to prison for a week may bring to mind
visions of “Scared Straight” programs. But the Father to Child Summer
Camp Behind Bars does just that — and the goal is to let kids bond with
their fathers, who might be incarcerated far from their families.The
unique summer camp lodges children at a campground near prisons in
Maryland and North Carolina, according to Here & Now, the show from
WBUR and NPR. The kids visit their fathers in prison each day.
And the camp has a fan in a boy named Kobe, who tells Here & Now co-host Robin Young that his father invited him to attend during a phone call from prison.“I was actually a little nervous,” Kobe tells Robin. “Not really much about the prison. I was really more nervous about seeing him, than the prison itself. Because I hadn’t seen him in a few years.”
As the Hope House website explains, the children don’t spend the night in prison — they stay at a nearby campground, complete with s’mores. But they’re with their fathers for several hours each day, doing crafts and other activities.The program also has requirements for which prisoners can take part, based on their behavior and the offenses for which they’re being punished. Each camp session includes about 15 children.
Asked about his experience, Kobe says he’s happy he went.“It was great. We hit it off from the start,” he tells Robin. “We talked about family and our interests, and things like that. It changed my whole perspective about prison. And over that week, I changed my perspective of him — which was never bad in the first place; I didn’t hate him or resent him or anything.”
Kobe says that he and his dad used the time together to rebuild their relationship. And he realized they have similar personalities and senses of humor.“It was a great experience,” he says. “We had like, no prior connection before the camp. This camp brought us together.”

The casual silhouettes and wispy saris come in a palette that ranges from hot pinks to deep blues.
This season Gaurav Gupta embarks on a creative journey inspired by light. “When light travels, life unravels,” says the designer who gets philosophical and poetic about light in this collection of contemporary red-carpet-worthy gowns and his own spin on saris and lehengas. “Light on the fabric, beneath it… luminescence interests me and it is at the core of this line.” The palette spans from grey and ecru to gold dust and pop tones. These days, as well as making one-off commissioned pieces or preparing for exhibitions or markets, Suzie loves nothing more than to pass-on her craft through workshops, which, incidentally, also include jewellery making.“My work has a whimsical charm and it always gives me pleasure when I raise a smile from an amused onlooker,” she says, confirming that American visitors are particularly taken by the more ‘fanciful’ creations.
Suzie has also expanded her craft to making jewellery and small sculptural pieces, which involves working with a propane and oxygen flame, and an annealing kiln and molten glass. Conservation Groups File
A coalition of local conservation groups could soon be part of North
Carolina’s lawsuit against Duke / Progress Energy. In an action filed
earlier this month, the state says the utility giant illegally
contaminated groundwater at its Sutton coal-fired plant, just outside of
Wilmington. The Southern Environmental Law Center filed the request to
intervene yesterday – in order for Cape Fear River Watch, the Sierra
Club, and the Waterkeeper Alliance to have a seat at the table.
Duke Energy is now facing legal action concerning every one of its 14 coal-fired plants in North Carolina – including the Sutton Plant near Wilmington. The Southern Environmental Law Center has successfully intervened in two other suits concerning coal ash pollution near Asheville and Charlotte-area facilities.
Frank Holleman is a Senior Attorney representing the conservation groups. “We want to intervene to be sure that there are independent citizens’ groups that are at the table pushing to clean up the coal ash pollution of the water resources of the Wilmington area that have been caused at the Sutton Plant.”
Both the State and the SELC say Duke has contaminated groundwater with toxic pollutants that threaten public health and water resources – including the drinking water supply of a nearby low-income, racially-diverse community that’s dependent on wells.
The company plans to retire its coal-fired facility by the end of this year. Once the ash basins are no longer in use,A cleaningservic resembles a credit card in size and shape. Duke Energy’s Erin Culbert says the multi-year decommissioning process will begin. The first step: an engineering study that evaluates the site-specific hydrology.

Saturday puts a new spin on the raucous tradition with a family-friendly event at Overton Park in the afternoon.

This is a game that strives for polish and innovative combinations, and few individual elements will strike veteran players as novel.

The first thing you should know about Thallahan is that he is a student. However, he is an educated man and well-spoken man. He worked as a pharmacist for many years and is going back to school full-time because apparently knowing how the body reacts to every chemical on the planet wasn't enough for him. Before playing SWTOR, Thallahan played EVE Online for years. He has an acute understanding of how in-game trade-markets work.
He will be the first to admit that the way he plays is not for everyone. Not everyone has the time or the dedication to play the game as he does; he is able to play while doing other work around his house or while studying for school. Most people simply cannot commit to that. However, just because some individuals do not have the time doesn't mean the model fails.
I freely admit that crafting does not fit my style of gameplay, but that doesn't mean I don't know the importance of a good crafting system.He saw the bracelet at a indoortracking store while we were on a trip. I know creating new characters on other servers is unthinkable for many gamers, but if you have time and are interested in making your F2P experience successful, it's in your best interest to have at least a mid-ranged character on another server because all servers have their own trade market and some items can sell for vastly different prices. Just over a month ago, the list of Emmy nominations for 2013 were announced. There was the usual lot C your Game of Thrones and your Homeland C but nestled in amongst them were three rather important titles. But not because they were necessarily better, or that they tackled some particular issue. They were important simply by virtue of being created by on-demand internet streaming giant Netflix. House of Cards, Arrested Development and Hemlock Grove; three shows that received a total of fourteen nominations between them. A rather paltry number when compared with HBOs 108, and yet perhaps far more meaningful in the grander scheme of things.
Netflix isnt the first company to offer an on-demand service. BBC iPlayer and HBOGo are two examples of catch-up services offered by competitors. Netflix also isnt the first company to offer on-demand programmes from a range of different studios. Amazon Instant Video, Lovefilm and Hulu all offer a streaming service with a variety of content from across the spectrum of television channels, just as Spotify does for music. What Netflix has been the first to do, however, is to become a TV studio in its own right, and create a number of original (and in the case of Arrested Development, self-proclaimed semi-original) programming. Whilst Amazon has swiftly followed suit with Vikings,A glassbottles is a machine used primarily for the folding of paper. as well as their ambitious multi-pilot scheme, where viewers vote for their favourite pilot-episode and the winner gets the green light on a full season, they are in no way operating at the same level.
From their first original show, Lilyhammer in February 2012, to their most recent offering, Orange is the New Black, Netflix has created a number of varied programmes covering a range of genres. The importance of this cannot be ignored: it is the equivalent of Spotify starting up its own music studio, signing its own artists and releasing its own albums. Quite the step up from Netflixs original mantra of online-only DVD rentals.
Beyond simply appreciating the magnitude of the task, however, is realising that not only have Netflix created their own television shows, but theyve created good television shows C some of them even excellent. Whilst Hemlock Grove is a bit on the dodgy side, House of Cards, Arrested Development and Orange is the New Black are all critically acclaimed, and quite rightly, too.
And that is why only a trifling fourteen nominations is such an important number. This is early days for Netflix as a television studio, and already they are creating original content deemed worthy of being award winning. It shows they can stand up with the heavy hitters like HBO and AMC. Indeed, it shows that internet-only content in general can be fairly judged alongside the best that television can offer.
Further, the awards their shows have been nominated for include a number of the biggies. Jason Batemen has been put forward for Outstanding Lead Actor in a Comedy for Arrested Development. House of Cards is up for Outstanding Drama Series,More than 80 standard commercial and granitetiles exist to quickly and efficiently clean pans. with Kevin Spacey, Robin Wright and David Fincher all hoping to win Outstanding Actor, Actress and Director in a Drama Series, respectively.

Clearly not happy with simply providing a streaming service to other peoples content, and with their subscribers numbering into the tens of millions, Netflix realised that they could compete directly with other networks C and undercut them, too. Why pay Showtime to be allowed to stream past seasons of Dexter, thereby helping boost viewers interest in the current season on a different channel, when you could have your own show and reap all the rewards yourself? But thats only one way to compete with other networks. The other is to show their content not as a catch-up service,Choose from a large selection of crystalbeadswholesal to raise awareness. but rather as a region-specific current broadcast where no other channel is airing the content.

By streaming a combination of brand new, original shows and being the sole source of up-to-date episodes of hit TV programmes, Netflix is covering all their bases. Rather than driving viewers away once theyve caught up with a show, theyre ensuring they stick around to carry on watching it C as well as other programmes that they cant find anywhere else.
Its an intriguing business plan, and one that is being aggressively expanded. A further four original shows are planned for the near future, not including an deal with Dreamworks Animation to create new and exclusive animated programming. In three years time, where will Netflix be come award time? What new, exclusive shows will it have? And how will other networks react to their growth in this area? Perhaps they will start to pull their shows from the service. It wouldnt be totally surprising to eventually find a Netflix that no longer targets the streaming of older content, and instead focuses purely on its own programming.
The television revolution has been slowly getting underway for a few years now, and we are finally seeing it being kicked into high gear. The day of waiting a week for the next episode of your favourite show is dying; this is the era of the binge, where people devour seasons in half a week rather than half a year. Where you can start watching on the bus, then finish off when you get home. The rigidity of scheduled programming simply cannot last C people want the flexibility that on-demand brings, coupled with the latest that television has on offer. Its surely only a matter of time before other channels follow suit. And who would have thought, all those years ago, that an online-only DVD rental company would be the ones out in front, leading the change.

Two weeks after the Supreme Court
Two weeks after the Supreme Court ruling in late June declaring
unconstitutional Proposition 8, the 2008 California ballot measure
banning same-sex marriage, some 50 patrons at the Dolphin Bar in Redondo
Beach happened to be at the right place at the right time.
Steve Bopp, a 65-year-old Redondo Beach native, and his 36-year-old boyfriend Gilbert Gonzalez quietly faced each other on the dim corner stage with Omar Rivas, a longtime Dolphin bartender, presiding over them. Minutes ago, the couple had approached Rivas about signing their marriage certificate. They had decided the ceremony would come at a later date.
But Rivas, 36, who was ordained some 10 years ago and recently began officiating ceremonies for couples who cant otherwise afford it, suggested they tie the knot in front of everyone right then inside the Dolphin Bar. They turned off the jukebox, and the bars attention shifted to the two men on the stage.
The Dolphin Bar is the only openly gay bar in the South Bay, a region of 105 square miles encompassing 19 cities with a population of nearly 900,000. It was once one of four gay establishments in the area, with dance club J.R. Briens just down the street.
The Dolphin, a small neighborhood dive bar on Artesia Boulevard, is easy to miss C especially without its signature rainbow flag hanging outside. It was torn down a few months ago. It was drunk people trying to do photo opps, nothing malicious, says Brandon Gresham, the Dolphins weekday bartender.

The Dolphin Bar is the only openly gay bar in the South Bay, a region of 105 square miles encompassing 19 cities with a population of nearly 900,000. It was once one of four gay establishments in the area, with dance club J.R. Briens just down the street.
