Silver Lake Residents Seek Parking Relief

Harold Dion found himself getting a little heated speaking on the area’s parking problem at a Sept. 5 Silver Lake Neighborhood Council (SLNC) meeting.

Dion, a resident and apartment manager of an 11-unit complex near Sunset Junction, said he came to the meeting to represent his tenants and, “of course, their cars.”

“I’m constantly hearing from my neighborhoods, ‘What’s happening to parking? Where’s my parking space?’ Normally I could find a space across the street or in front of our unit and now that’s starting to disappear,” he said.

In Silver Lake, one of the city’s trendiest areas, new businesses and housing developments seem to pop up monthly while existing establishments undergo renovations to accommodate a growing market.

Apprehensive over a new gastropub in construction near his home on Sunset Boulevard and Hyperion Avenue, Dion and several of his neighbors spoke to the SLNC governing board to petition its support for a preferential permit parking district on blocks of Hyperion and Sanborn Avenues, Effie Street and Griffith Park Boulevard just north of Sunset Boulevard.

The gastropub—to be called The Black Cat—is owned by the same team that started the popular The Village Idiot gastropub on Melrose Avenue in Mid-City and has all the makings for a successful business in a highly trafficked location.

Accordingly, the restaurant, residents have noticed, is expanding its footprint to take over a section of its parking lot as well. But, owner Charlie Conrad said later by phone the redesign would actually increase the lot’s number of parking spaces.

“The amount of money they are pumping in to that place, they are counting on printing money,” Dion continued, raising his voice to accent each syllable, “and to print money they’re going to take all our spaces and I’m concerned about the entire neighborhood around there.”

Following discussion, the SLNC governing board voted 13-0 with four abstentions in favor of the permit-parking proposal.

However, the city’s Dept. of Transportation (LADOT) has a moratorium on all new permit parking districts until early 2013. Then, there will be a backlog of cases that demand attention, meaning it could be sometime before Dion’s plea is addressed.

In the meantime, those concerned will work to collect signatures from residents on the matter. A parking occupancy study would follow to assess when parking is most impacted from commuters. That information would be distributed to the public and neighbors would be invited to take part in a community meeting where the LADOT can gauge support.

If established, residential notices would then be posted, advising neighbors where to purchase the $34-a-year parking permits, and ample time provided to do so.

“Currently it’s a fairly cumbersome process,” said Yadi Hashemi, a senior engineer at LADOT who oversees the preferential parking district program. It can take anywhere from six months to seven years to establish a district, Hashemi said.

“In our city this is often the first time that neighbors start to talk to each other,” he said, creating bonds and rifts. “For everyone that wants these permits, there’s somebody who hates paying for parking on their street.Browse the Best Selection of buy mosaic and Accessories with FREE Gifts.”

Rusty Millar of the SLNC said he’s been working on this issue since before the council was founded in 2003, trying to accommodate residents and businesses with ample parking in the neighborhood. Parking structures, he said, may be an answer.

Millar said the SLNC does its best to ensure new businesses provide customer parking.

Google’s New Hyper-Local City Guide Is a Real Trip

Google launched a new local search app for Android smartphones Thursday. It’s called Field Trip, and it’s a mixture of a hyper-local discovery tool and one of those city guidebooks you buy in tourist shops.

Field Trip grabs your location (via cell tower, Wi-Fi or GPS) and shows you nearby points of interest: restaurants, parks, art shows, cool shops, and historical factoids about the area you’re in.

It’s the latest exemplar of Google’s continuing investment in local search, from the company’s acquisition of Zagat a year ago, to May’s launch of Google Now, its voice-powered local search tool (and Siri competitor) that’s built into the latest Android OS. It also comes at a time when the company is scrambling to recover from Apple’s ceremonious dumping of its mapping partnership in iOS 6.

I tested it on a Galaxy Nexus. It’s Android-only for now, with an iOS version “coming soon,” and it’s not optimized for tablets, so it’s clear Field Trip is meant to be a phone thing. You’re given three choices for how to consume the information: a list, a map and instant notifications. You can also leave it on as you drive around, and it will talk to you, reading the local highlights aloud as you cruise through a city.

Other information wasn’t so useful. FieldTrip’s lead item was a news story about Reddit users’ plan to buy a tropical island, which was likely given priority because Reddit’s office is 100 feet down the hall from my Wi-Fi router. To test it, I turned off the most intrusive of Jelly Bean’s location settings, allowing GPS access and the the anonymous cellular and Wi-Fi location reporting, but turning off the permission for Google to use my location “to improve search results and other services.” All of my tests were performed with the last setting switched off, and the app remained useful even without it.

One feature suggestion — a morality slider, a setting you can adjust to alter the sauciness of the recommendations. That way, mom and dad can use it to find all the wonderful landmarks when they visit our beautiful city. But then I can use the same app when I’m out with the boys on a Saturday night, looking for trouble.

On Wednesday, the freshman Republican said Duckworth's spot does little to explain to voters where she stands on key issues.

"It's not just good enough to be a candidate based on biography."

Walsh also questioned why Duckworth was scheduled to speak at Santa Monica College in California on Thursday, saying she should instead be meeting with voters in the district. Walsh teamed with the Illinois Republican Party to give away plane tickets to a GOP donor to attend the speech.

"It's almost like she's this national celebrity who stays away from her own district," Walsh said. "I just don't think voters are going to appreciate that."

Duckworth, a former state and federal veterans affairs official from Hoffman Estates, is challenging Walsh in the Nov. 6 election for Illinois' 8th Congressional District seat in the northwest and west suburbs. The contest is nationally watched, given Duckworth's ties to top Democrats including President Barack Obama and U.S. Sen. Dick Durbin of Springfield and Walsh's status as a firebrand tea party icon.

U.S. poised to hand over $197 million

SoloPower has initiated a strategy to differentiate it from struggling commodity players in the solar panel industry. This includes many of the buildings that house warehouses and big box retailers, Harris said. In addition, he said SoloPower panels are commanding a price premium in a market that has become increasingly commoditized.

"We have way more demand than we have capacity at a very substantial premium price," Harris said in an interview. He declined to specify the premium SoloPower is able to charge, but said his company's product is best suited for markets such as Japan, Italy and Korea, which have high electricity prices and favorable incentives for rooftop systems.

The company has been able to raise more than $200 million in venture funding from investors including Crosslink Capital, Hudson Clean Energy Partners, Convexa Capital Ventures and Firsthand Capital Management.

"Before one dollar of the DOE loan is relied upon it will be demonstrable that this is a company that absolutely can manufacture a product that there will be verifiable demand for," said John Cavalier, a managing partner with Hudson Clean Energy Partners, which invested in SoloPower. "I don't think anyone will question the wisdom of making a loan of this nature to this company."

But the Costello report failed to consider whether a decade-old benchmark was appropriate. HTC’s 8X and 8S Are ‘Windows Phone’s Best Shot’

Inside One & Co’s brightly lit San Francisco office, Scott Croyle points out the products that he and his team have had a hand in designing. The items line three shelves: There’s Microsoft’s award-winning Arc Touch mouse, nearly half a dozen K2 Snowboard boots, a couple of Nike sports watches, and at the end of the middle shelf, an assortment of HTC phones. The Taiwanese hardware manufacturer acquired One & Co in October 2008, and since 2011,Sinotruck Hongkong International is special for howo truck. Croyle has been the VP of Design for HTC. And right now he wants to show off something new: the 8X and 8S, HTC’s debut Windows Phone 8 devices.

The two phones are stunners. The 8X’s polycarbonate unibody wraps around to a curved 4.3-inch Gorilla Glass display. The corners are slightly rounded, so that the device looks rectangular without appearing boxy. The 8S has similar lines, but in a smaller 4-inch package. Both come in an array of bright colors.

It’s not like it was designed for Windows; it was designed for something else.”

“Or [companies] are using the same design as for Android. They’ll just squeeze in that Metro design language on top of an Android phone which creates a lot of tension,” adds Claude Zellweger, Principal and co-founder of One & Co.

Nokia had been very public about Samsung’s device being a “warm-up act” to its Lumia Windows Phone announcement in early September. The Lumia 920 has so far received a lot of praise (albeit the company got caught faking an advertising video). But now, HTC wants to show which device is truly Windows Phone 8′s main act.

“I can tell you, just based on the response from Microsoft and carrier partners globally and domestically, this is our best shot,” Croyle says. “This is Windows Phone’s best shot to really make a big statement in the market.”

While hardware specs for hardware specs’ sake certainly won’t get any company ahead in the smartphone market, the marriage between hardware and software will. And HTC’s design team is well aware of this.

“We do see on the hardware spec side there’s certain leveling in the industry,” says Zellweger. “That makes the design even more important. What you hold in your hand becomes the big differentiator aside from software. But to get there, the team had to start from scratch. The various molds and sketches on display show how meticulous HTC had be in order to develop a phone that stands above the rest in design. “It’s about cleanliness,” Zellweger says. “It’s a very reductionist kind of approach that Microsoft has pursued, so we wanted our design to have the same philosophy.”

One of the biggest challenges the team faced was reengineering the phone’s internals to accommodate the Pillow Design back. For example, the batteries for the 8X and 8S sit between the display and circuit board, rather than flush against the back panel.

Wray said panoramas became popular in the 19th century because they “provided audiences a chance to (see) cities or countries they might never visit in person.” She said panoramas often showed foreign cities and landscapes, as well as American cities and scenery.

In the years before illustrated newspapers, moving panoramas also provided audiences with illustrations of recent events described in newspapers, such as battles from the Mexican American War and the Civil War, Wray said.

“Many of the panoramas were advertised as ‘moral,’ ‘rational’ or ‘instructive,’ which made them acceptable to audiences that might have reservations about attending a theatrical performance,” she added.

Wray said “the novelty of moving images in color probably helped attract an audience, but the story, as delineated by the narrator, was also important.”

She said moving panoramas likely initially attracted audiences because they were viewed as “a novelty, something new,” but the wide range of subjects, the number of them traveling from town to town and the relatively inexpensive admission price, all worked together to make them even more popular.

Leslie Rounds, the executive director of the Dyer Library/Saco Museum, said she hopes symposium attendees will take away “an appreciation for this wonderful object and knowledge of a form of entertainment that was truly like no other.”

Luther is displaying her mixed-media paintings in the lobby at Classic Cinemas North Riverside through the movie chain's local artist program. But lately, as a home-schooling, stay-at-home mom of two daughters and a son, ages 13 to 4, she finds it harder to use her blowtorch, stamps, awls, silicone molds and 20-ton hydraulic press.

"I'm working on painting more," she said, standing in her home studio, blocked off by a baby gate.

"Before I had kids, I had lots of time, but nothing to say. Now, with three kids, I have no time, but I have something to say, and I'm not afraid," she said.

In a Day of the Dead shrine for her fourth daughter, Sophia, who died in 2005 at age one, Luther carefully lined up 13 disposable plastic oral syringes. Her husband, a painter, photographer and social worker, is of Mexican descent, so the shrine honors that heritage.

By a set of painful coincidences, she and her family experienced the deaths of eight people - family members, friends and an infant - in less than a year.

"Tragedy makes you more compassionate," she said simply. Still, death makes Americans extremely uncomfortable. "It's very taboo to talk about, especially the death of a child," she said.

"Making the shrine was like spending more time with her."

Luther's other more serious pieces have included medals for awards you didn't want to receive. These were displayed at Chicago's Harold Washington Public Library's Incubator Project in May.

"The contest was to create medals for your secret identity, but I misinterpreted that as medals you would have in secret, that you wouldn't want to [publicly] earn."

Her Disappointment medal is engraved with the words "I expected more of myself by now." Her Some Gave All medal features a silver-cast doll leg in honor of veteran amputees and her Mothers of Dead Children medal features a silver-cast tiny doll. Each was attached to a black ribbon, each with a tiny rip in the Jewish tradition of mourning.

Software lights trail to suspect in Ghent burglaries

Amir Louka and Stephanie Krebs returned to their West Ghent apartment this summer to a jolt: an open window, a swinging back door and empty space where their television, laptops and iPod used to be.

Nearly $5,000 worth of property was missing.

Gone were replaceable items – files backed up on hard drives, study aids – as well as items with more intangible value – graduate school essays and photos.

But they had a hunch that something on one of their three stolen laptops might help them find that computer – and maybe even a culprit.

“I don’t care about the stuff,” said Louka, 25, a third-year medical student at Eastern Virginia Medical School. “I care that the guy is caught.”

Their hunch was right.

Software applications, network trails and GPS data are just a few of the growing number of tools police use to crack property crimes, technology experts and law enforcement officials say.

Shoe leather and fingerprints have been supplemented by search warrants to trace digital traffic and recover electronic data, said Domingo Rivera, a lawyer and technology consultant based in Richmond.Natural Chinese turquoise beads at Wholesale prices.

A former Navy officer and also a trained engineer, Rivera has testified in civil and criminal cases throughout Virginia about computer forensics.

He said he also sees a downside to law enforcement’s use of the technology. Hardware and software companies can essentially track where a user is if the user activates the phone’s location services. So “your privacy is severely compromised,” he said. Still “most people really don’t care,” he said, “as long as their information isn’t compromised.”

In the case of the West Ghent burglary, the perpetrator likely had little idea that the property taken carried an electronic signal for detectives.

On June 25, Louka and his girlfriend, Krebs, also a third-year EVMS student, dropped by their neighbors’ around 8 p.m. for a dinner. They stayed about two hours, they said.

At some point, a burglar likely climbed up a fire escape and slid through an open window, police told the couple. Their electronics were taken, the couple said, but no one touched other personal valuables.

As they waited for the police to arrive, the couple thought about the software on one of their laptops - an Apple Macbook Air. Louka had installed the application Find My iPhone on the machine.

Louka called his computer-savvy brother in Virginia Beach to help. Several keystrokes later, they remotely added another password and essentially locked the laptop.

Police technicians inspected the apartment for fingerprints and searched for other, more traditional clues. The couple told police about the tracking software on the Apple laptop. Police asked them to share any information from the software, Louka said.

“My expectation was to get nothing back,” Krebs said.

In the meantime, the software had set off an invisible beacon.

A laptop is hard to trace, said Tamer Nadeem, computer science professor at Old Dominion University. Unlike a smart phone, laptops do not come equipped with GPS devices, he said.

The laptop tracking system requires more resources, such as network connections and unique user IDs, and does not always lead to a precise location, he said. It can also be thwarted by erasing the computer’s hard disk, Nadeem said.

About 4 p.m. on the day after the burglary, Louka received an automated e-mail indicating his laptop had been opened. He couldn’t immediately get the software to work, he said, so the couple went to the Apple Store at Mac-Arthur Mall for help. An employee, known as a “genius” in Apple stores, got it to work. An icon of a laptop on a Norfolk map indicated a location about six miles away.

The couple took the information to an on-duty officer in the mall, they said. The next morning, Louka and Krebs said, police checked the identified home and found the laptop. The couple said police told them that the man in possession of the laptop said he had bought it from another man, and shared the other man’s name with police.

Norfolk officers thought they had a lead on a suspect. Court papers show that they had collected fingerprints from a burglary scene that matched Connell Pittman, 35, of Norfolk.

Police knew Pittman: He was convicted of statutory burglary in 1997 and 2007, as well as a later charge for receiving stolen goods, online court records show.

In June, police secured warrants against Pittman for burglary and grand larceny but could not find him, court records show. Police subsequently linked Pittman to seven local burglaries and suspected him in others, according to a search warrant.

Police contacted Pittman’s family and got his cellphone number, the warrant states. Pittman hung up every time police called, the warrant states. His mother told a detective that Pittman would not turn himself in “and will only be arrested on the street,” the warrant said.

Most smartphones have GPS in them, Nadeem said. It’s used for everyday applications – social networking and finding directions, for example.

A phone’s location can also be found by tracking which cellphone towers the unit connects to, Rivera said. Signals bouncing off fixed, multiple cell towers can be used to calculate, with some high school trigonometry, a phone’s position.

On Aug. 27, three days after executing the search warrant, police arrested Pittman.

A police spokeswoman declined to comment on the specifics of the case.

Spokeswoman Karen Parker-Chesson acknowledged that the department has had success in retrieving stolen property through electronic means. The technology “has produced an arena where investigators are examining Internet footprints for assistance in solving crime,” Parker-Chesson said. Gauguin's Tahitian scenes are most familiar, so his French scenes may be a revelation for some museum visitors. There is a fascinating example at the de Young, his "Washerwomen," depicting the timeless ritual of women washing clothes at a riverbank, almost as if they were part of the landscape.

Cezanne has been called, probably too simplistically, the father of modern painting, but in his works from the 1870s and '80s it is possible to see the world changing, see new ways of conveying nature and even the traditional still-life subjects. "L'Estaque," his view of the landscape above a fishing village near Marseilles, is almost hypnotic in its dense composition of cliffs, trees, rooftops. His "Milk Can and Apples" gives a crumpled tablecloth the guise of a mountain range.

Matisse seems to shout out from every corner of the exhibit. That "Odalisque with a Tambourine" (1925-26) is a bold composition that, as the catalog points out, "repudiates the studio nude." "Seated Woman with a Vase of Amaryllis" (1941) is far more energetic than the title suggests, with several floral patterns and amaryllis depicted larger than the model's head.

Amid the big, bold works are some smaller-scale discoveries that shouldn't be overlooked. Among them are Edouard Manet's almost heartbreaking "Two Roses on a Tablecloth," painted while he was mortally ill; Edouard Vuillard's dark, moody "The Green Lamp"; Gauguin's "Tahitian Landscape," almost devoid of human presence; and Edward Hopper's surprisingly fresh, almost geometric watercolor from 1929, "Ashe's house, Charleston, South Carolina."

Drivers protest 'ridiculous' parking tickets

A company that manages private parking lots is coming under fire from vehicle owners, who accuse Diamond Parking of pressuring them to pay bogus parking bills.

"I actually don't have any idea where these tickets were issued and why they were issued in the first place," said Wan.

The bill doesn't say where the cars were parked and gives no proof of the infractions.

"These bills could be sent to anyone's address and just ask them to pay," said Wan.

He gave Go Public documentation for what he said are the company's only two vehicles. A check of Diamond's online records shows no tickets issued under those licence plate numbers – raising more questions.

"The plate numbers you provided have never been issued a notice by Diamond Parking," confirmed spokesperson Mike Poirier in an email.

James Morin came to us with a similar story, after seeing complaints about Diamond online.

"Apparently, I am not the only one," said Morin.

He received a bill in September, ostensibly for parking in one of Diamond's lots. He said he had actually parked in an alley nearby. When he challenged the bill, the company backed down.

Wan wonders how Diamond knows where to send its bills, since vehicles only have licence plate numbers.
